 ew\n\n\n\nThe QIP is designed to improve individual outcomes\, service p
 rovider performance\, and the quality of services. Service providers who
  participate in QIP are eligible for incentive payments when their perfo
 rmance meets or exceeds quality measures developed by DDS with input fro
 m stakeholders.\n\n\n\nThe QIP Stakeholder Workgroup helped determine ar
 eas of focus for the QIP\, and each focus area has one or more quality m
 easure(s) tied to specific desired outcomes\, with corresponding perform
 ance targets and incentives.\n\n\n\nRate reform in California’s develo
 pmental services system means changing the way the state pays for servic
 es. The goal of rate reform is to make sure that the payment system is f
 air\, supports providing high-quality care\, and that it helps people ge
