How do I become an Independent Facilitator?
The Role of an Independent Facilitator
An Independent Facilitator is a person chosen by the participant to help them make their own choices. They do not work for any agency that provides services to the regional center participant. The Independent Facilitator helps the person understand their budget, find and organize services and supports, and plan for both short and long-term needs. They can help lead or speak up for the person during budget, person-centered planning and IPP meetings. The regional center pays for the cost of the Independent Facilitator before they are enrolled in SDP. Once in SDP the independent facilitator costs will not be added to the budget. The IF must be trained and certified in self-determination and person-centered planning. They should be experts in the traditional regional center system, the Self-Determination Program, generic resources including the school district, In Home Support Services, Department of Rehabilitation, etc..
There is no current certification to be an independent facilitator but you must show you have training in the Lanterman Act, Person Centered Planning, and the Self-Determination Program.
Who can be paid as an Independent Facilitator?
Paid:
- Professional Independent Facilitator
- A trusted friend or community member
- A former service provider
- Parent of participant over the age of 18
Not Paid:
- Someone providing other service from the IPP (This does not include if the parent of an adult receives IHSS)
- Someone employed by an agency that provides other services to the participant
- Spouses of participants
- Parents of participants under 18

Who pays for Independent Facilitator Training?
The independent facilitator shall receive training in the principles of self-determination, the person-centered planning process, and the other responsibilities described in this paragraph at the independent facilitator’s own cost.
