If you’ve ever felt like the traditional system for disability services is a bit like a “one-size-fits-all” suit that doesn’t actually fit anyone, we hear you. That is exactly why we started this organization. Our mission is simple but powerful: we want to empower individuals with intellectual and developmental disabilities (ID/DD) to lead self-directed lives.

In this blog, we’re going to pull back the curtain on the California Self-Determination Program (SDP). What is the California Self-Determination Program (SDP)?

The Self-Determination Program is a voluntary alternative to the traditional way of receiving regional center services. In the traditional system, the regional center buys services for you. In SDP, you get a budget, and you decide how to spend it to meet your goals.

This sounds amazing (and it is!), but it also comes with more responsibility. You have to manage a budget, hire staff, and ensure your services follow the law. That’s where the “Self-Direction” part comes in. You aren’t doing this alone, but you are the boss.

The Independent Facilitator: Your Insider Guide

One of the most important people you might work with in this program is an Independent Facilitator (IF). We get a lot of questions about this role, and there are a few “insider secrets” you should know before you get started.

Who pays the IF?

The great news is that the regional center pays the Independent Facilitator in full. You should never pay out of pocket for their services during the transition process. This makes the IF an accessible resource for everyone, regardless of their financial situation.

The Budget Reality Check

While the regional center pays for the IF, there is a catch you need to keep in mind. Once you are officially in the SDP, your budget is not increased specifically to pay for ongoing IF services. This means you have to plan your spending carefully to include them if you want their help long-term.

Who can (and can’t) be an IF?

It’s important to note the rules around who can hold this role. Specifically, parents of a minor child cannot be paid to be their own child’s Independent Facilitator. While parents are often the best advocates, the program requires a level of professional independence for the paid IF role.

The Current IF Shortage

Why you might need an IF even more than you think

If you currently have little to no services in the traditional system, or if you feel completely lost about what is even available, an IF is a lifesaver. They can assist you in identifying services you didn’t even know were options. They help translate your “big dreams” into a functional plan.

Understanding the Financial Management Service (FMS)

You can’t talk about self-determination without talking about the Financial Management Service (FMS). Think of the FMS as your professional accountant. They are the only ones who can actually touch the money in your budget. They pay your providers, handle your taxes, and make sure everything is legal.
